[MODS]Admin DEBUG activation

允許系統管理員在後台設定DEBUG Mode的開啟/關閉，同時也在裡面新增了Page Generation Time 2.0.0的顯示修正。
當然，這個外掛也可以放在PLUS 1.X裡面使用\r
適用版本：phpBB 2.0.0~2.0.10//plus 1.x
