If you want Chinese Simplified language package, you can export the svn version, see posts at
HERE
It is not finished yet but almost all the parts that users can see have been translated.
It's for beta5.

竹子大人現在有多少人在翻譯phpbb3啊？我申請了簡體中文的翻譯，只有兩人在運作，進展緩慢，那些大块大块的英文實在是很伤腦筋。

簡中的翻譯已經接近完成.
除去install.php和faq.php由另一位組員負責, 其余文件均已完成.
email下的文件編碼還需要檢查, 還有圖片未中文化.
假期結束后就可以靜候RC1了
