看您的貼圖, 我有幾個疑惑:
1. 您的語言檔似乎還停留在 3.0.1, 並非 3.0.3 版.
2. 免費空間主機, 恐怕關閉了某部分的功能, 以致於無法順利下載更新檔案.

建議您:
1. 使用 [ Changed Files Only ] 的方式升級:
  • 下載 "_phpBB-3.0.4-files.zip"
  • 解壓縮後, 上傳 /install/*.* 資料夾到討論區根目錄.
  • 再將 "phpBB-3.0.3_to_3.0.4.zip" 解壓縮後, 上傳, 覆蓋所有檔案至相同目錄中.
  • 以瀏覽器執行資料庫更新, 如下:
    http://YOUR_WEBSITE/PHPBB3_ROOT/install/database_update.php
    P.S.
    更新成功後, 移除 /install/ 資料夾.
2. 或者, 使用 [ Full Package ] 的方式升級:

無論您用甚麼方法升級, 請自行更新中文檔至 3.0.4 版.

先將語言包升級至phpBB3.04版後再使用Changed Files Only 的方式升級已經順利升級到3.04版了，
並且也解決掉了原先的錯誤訊息 (:Y)
