[Help] Chinese does not display correctly in topic title.

Hi,
I am trying to build a forum, but chinese will not display properly in topic titles. Every '&' always gets changed into '&' when writing to the database, and the 中文字母 won't display.

I encountered the same problem on phpbb.com aswell

How can I get chinese to display properly. I also noticed that the chinese on this forum is not stored in &#XXXXX format.
Can anyone give me some pointers?
